The towing company holds the account and adds the properties it services. Most operators bill it through to the property as part of the enforcement agreement.
One physical site with its own resident roster — an apartment community, a condo complex, an HOA lot. Two buildings under one management contract sharing one roster count as one property; two separate lots with separate rosters count as two.

The price. Subscribe before 1 June 2027 and you keep the rate you signed up at for as long as your subscription stays continuously active — it does not step up after a year. After that date the founding rate is no longer offered to new customers, and nobody already on it is moved off.
